What is the ruling on private lessons if the ministry permits them with a 15% quota and forbids them for students of the same class, but I do not teach my own students and do not wish to pay the quota?

There is no objection to holding private lessons as long as the Ministry's conditions are adhered to, which do not affect official work. Care must be taken not to hold private lessons for students of the same school to avoid favoritism in examinations. As for paying a percentage of the private lesson income to the Ministry, it is obligatory if this condition was agreed upon in the contract, for the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions."
