Are private lessons given by a teacher outside of school permissible or forbidden, taking into consideration the agreement between the Ministry and the teacher not to practice them, and their negative impact on the student in terms of dependency and laziness?

A Muslim must fulfill the covenants and commitments they voluntarily agreed to, as long as they do not violate a Sharia ruling, for Allah Almighty says: "O you who have believed, fulfill [your] contracts" (Quran 5:1) and "And fulfill [every] commitment. Indeed, the commitment once made will be inquired about" (Quran 17:34). The teacher is bound by the condition of not giving private lessons, as stipulated in their contract with the Ministry of Education, for the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions, except a condition that makes a lawful thing unlawful or an unlawful thing lawful." Violating this condition is a sin.
