What is the ruling on one who says, "When will the time for Iftar come?"

The time of breaking the fast (Iftar) is the time when the fast ends and the time for Maghrib prayer begins. It is permissible for the questioner to ask about the time of Iftar in order to enjoy permissible things and to rejoice in the completion of their worship, drawing evidence from the Prophet’s (peace be upon him) hadith: "The fasting person has two joys: when he breaks his fast, he rejoices in his breaking of the fast, and when he meets his Lord, he rejoices in his fasting." Ibn Hajar explained that the joy of the fasting person at breaking their fast can be natural, due to the alleviation of hunger and thirst, or religious, due to the completion of worship and Allah's alleviation. There is no contradiction in combining both meanings.
