"Your manager's action signifies his approval of your utilization of these expenses for purposes other than hotel accommodation costs. If he is authorized to do so by his superiors, then there is no sin upon you in possessing those expenses. However, if he is not authorized, then reference should be made to the institution's terms: if it grants expenses on the condition that they are spent on accommodation costs, then the remaining amount must be returned to it, based on the saying of the Prophet, peace and blessings be upon him: 'Muslims are bound by their conditions.' But if it grants them without that condition, rather it grants them as an act of ownership, then they become your property, and there is no sin in utilizing them for purposes other than hotel accommodation."
