What is your ruling on building restrooms in cemeteries?

If the graveyard is endowed as a waqf for burials, it is not permissible to use it for anything other than burial. However, if it is not a waqf, then it is permissible to build bathrooms outside of it. As for inside it, that is not legislated due to its contradiction with respecting the deceased, as they are harmed by smells and filth. It has been mentioned in the fatwas of Sheikh Ibn Baz that it is obligatory to respect the graves of the dead and not expose them to harm. Similarly, it is strictly disliked to urinate or defecate in graveyards or near them, and it is not permissible to create a filthy waste storage facility within them.
