Is it permissible to receive a full-time study allowance, knowing that one might not return to the same job after completing the studies?

If the continuation of the salary during study leave is conditional on returning to the previous job, and it is confirmed that there will be no return, then it is not permissible to take the salary, based on the Prophet's saying: "Muslims are bound by their conditions concerning what is permissible." However, if there is no prohibitive condition, then there is no harm in accepting it, with the obligation to fulfill the condition if one exists.
