Is it permissible to pray Witr after the Fajr Adhan?

If the question is about performing the Witr prayer after the first call to prayer (before the time for Fajr begins), then there is no harm in it, according to the consensus of scholars. However, if it is after the second call to prayer (after the time for Fajr has begun), then the stronger opinion is that the time for Witr ends with the appearance of dawn. It is not prescribed to intentionally delay it to pray it after the second call to prayer. Nevertheless, for one who missed Witr, it is prescribed for him to make it up, and making it up before the Fajr prayer is more preferable. Some scholars also hold the view that it is permissible to make it up after the Fajr prayer.
