Is donating to hospitals and centers for people with disabilities considered an ongoing charity (Sadaqah Jariyah) in a non-Muslim country that includes Muslim minorities?

Donating to hospitals or centers for treating the disabled is considered an act of charity (sadaqah) if it is given gratuitously, seeking reward from Allah. It is permissible to give charity to a disbeliever, according to the preponderant opinion. However, it is better for a Muslim to ensure that their charity is spent for the benefit of pious Muslims. Sending donations to such entities in Muslim countries is better and brings a greater reward due to their dire need.
