What is the ruling on working for an engineering company, half-owned by the mayor, which raises suspicions about the integrity of its acquisition of projects?

If a mayor has influence over the selection of companies to execute projects, and owns half of an engineering firm that bids on those projects, this raises suspicions of favoritism towards himself, in accordance with the Prophet's (PBUH) saying: "What is lawful is clear and what is unlawful is clear, and between them are matters that are doubtful..." However, working in his company is not forbidden unless favoritism becomes clearly evident, or if the law prohibits someone in his position from advancing a company affiliated with him to execute projects, due to it violating what is stipulated for him, and due to the generality of Allah's (SWT) saying: "And do not cooperate in sin and aggression."
