What is the ruling on a man who toys with girls' feelings?

It is not permissible for a man to look at a non-mahram woman without necessity or to be in seclusion with her, based on the Almighty's saying: "Tell the believing men to reduce [some] of their vision and guard their private parts," and the Prophet’s (peace be upon him) saying: "No man should be in seclusion with a woman unless there is a mahram with her."

Similarly, it is forbidden to speak with a young woman without necessity, because it is a cause for temptation, and scholars have explicitly stated this. And whoever toys with the feelings of girls is a dissolute person, devoid of justice and chivalry, and should be disciplined. As for girls who enable such men, they are partners in sin.
