It is not permissible for a man to kiss, touch, or look at anyone with lust except his wife or what his right hand possesses, due to the Almighty’s saying: (And those who guard their private parts Except from their wives or those their right hands possess, for indeed, they will not be blamed But whoever seeks beyond that, then those are the transgressors).

Accordingly, it is not permissible to kiss a young girl or an adult female with lust, even if she is a mahram or one’s daughter, if she is not his wife or what his right hand possesses, because touching and looking with lust are a type of zina (fornication/adultery). As for kissing the cheek of a young boy, or the child of a relative or friend, with the intention of compassion and mercy, it is a sunnah. However, kissing with lust is forbidden. And there is no harm in looking at or touching mahrams without lust.
