How is an employee to repent who took pens, paper, and stationery from a government institution, when he does not remember from which office he took them?

Rather, it suffices for them to return the exact items or their equivalents by any means possible. If they are unable to return them, then they should donate their value to charitable works. They should endeavor to identify the specific office from which they took the items. If they cannot identify it, then returning them to the institution itself suffices.
