Is working for the state and in government institutions permissible?

Working in government institutions is permissible if the work itself is lawful. It is prohibited if it is unlawful or assists in something unlawful. It may be obligatory if the state is in need of the individual in public utilities, or if the individual is compelled to work to secure his own expenses and those of his dependents.
