Is he who criticizes the situation and describes it as it deserves considered to be in disobedience to the ruler?

Criticizing corrupt conditions, stating facts, and enjoining what is right (denouncing evil) is not an act of rebellion against the ruler. Rather, it is the practice of the righteous predecessors (Salaf As-Salih). The rebellion forbidden by Islamic law is disobedience and breaking allegiance by refraining from performing duties or taking up arms and forcibly removing the Imam. The adviser should observe the etiquette of giving advice, as stated in the Almighty's saying: "And speak to him with gentle words, perhaps he may be reminded or fear [Allah]." And rulers should listen to those who advise them.
