Will (Irada) and Desire/Wish (Mashia) are two attributes of Allah, firmly established by the Qur’an and . The attribute of Will must be affirmed in both its cosmic (meaning Mashia) and legislative (meaning love/desire for something to be done) aspects. The type of Will and Desire/Wish, according to the Ahl al-Sunnah, is ancient. However, Allah wills a specific thing at its appointed time; thus, it is one of the essential, active attributes. Sheikh al-Islam Ibn Taymiyyah clarified that the type of Will is ancient, while the willing of a specific thing occurs at its proper time. He explained that Allah predestines and records things, then creates them. He knows what He will do and wills to do in the future, and when its time comes, He wills it.
