Is a woman who wears an abaya and uncovers her hair considered among the "clothed yet naked"?

For a woman to uncover her hair in front of non-mahram men is forbidden, a major sin, and falls under thewarning in the Hadith: "There are two types of people of Hellfire whom I have not seen..." In it, "women who are clothed yet naked" are mentioned, and this was explained as a woman who uncovers part of her body. As for wearing an abaya, there is no harm in it if it covers the body, for Islamic law did not specify a particular type of clothing for women, but rather set conditions for her attire in front of non-mahram men. Whenever these conditions are met, the garment is a legitimate hijab. If the woman is out of sight of non-mahram men and only her mahram relatives see her, then it is permissible for her to uncover her hair and what usually appears of her body.
