What is obligatory to do if the ruler commands people to be bound by forbidden commercial car insurance, and to increase the value of traffic fines after a month, knowing that "there is no obedience to a creature in disobedience to the Creator"?

Commercial insurance is forbidden (haram). As for financial penalties (ta'zir bi al-mal) for traffic violations, most scholars have prohibited them, while some have permitted them. If a Muslim is compelled to pay a sum of money for commercial insurance or for unlawful violations, there is no sin upon him for doing so.
