What is the authenticity of the hadith frequently cited by many authors to prove modern science: "Indeed, it is in perpetual motion, neither stopping nor disappearing. When it sets in one place, it rises in another, and when it rises in one place, it sets in another, and so on..."?

This Hadith is not known to be from the Prophet, peace and blessings be upon him, with a sound or weak chain of transmission. It does not resemble the words of prophethood or the early Muslims (Salaf). It bears the hallmarks of fabricated narrations, such as obscurity of language, weakness of style, extravagance, contradiction of the Sunnah, and lack of resemblance to revelation. Furthermore, the phrase "it has just risen" indicates that it was fabricated at a later time and that it is from the common vernacular. Moreover, there is no known scholar by the name of "Abu Ishaq al-Hamdani" among those who compiled traditions of the Sunnah.
