Is it permissible for the Imam of a mosque to give copies of the Qur’an found in the mosque to worshippers who cannot afford them, knowing that there are many unused copies in the mosque, and is it permissible to exchange large copies of the Qur’an for smaller ones?

If a Mushaf (copy of the Quran) has been endowed to a specific mosque as a waqf (religious endowment), it is not permissible to take it out of that mosque to read it at home, nor to replace it with another. This is because it is an endowment intended to be utilized in its designated place.

However, if there are many copies of the Quran in the mosque, exceeding its needs, then it is permissible to transfer the surplus copies to another mosque that is in need of them, provided that the imam of the mosque is consulted and permission is obtained.
