It is not permissible for a traveler to shorten the prayer (qasr) until after embarking on the journey and leaving the houses of his village, based on the Almighty's saying: "And when you travel throughout the land, there is no blame upon you for shortening the prayer."

As for combining prayers (jam'), it is permissible to combine Dhuhr and Asr prayers before traveling by plane if praying inside the plane becomes difficult and you will arrive after Maghrib. However, for land travel, it is permissible to combine and shorten prayers after passing the houses of the village, and it is not permissible to combine them before traveling.
