Who is the narrator of the Hadith Qudsi: "Allah revealed to Musa ibn 'Imran: 'O Musa, indeed among My servants are those who, were they to ask Me for Paradise in its entirety, I would grant it to them'"?

Allah revealed to Moses: "Indeed, among My servants are those who, if they were to ask Me for Paradise, I would grant it to them. But if they were to ask Me for a whip-cord, I would not give it to them. This is not out of disdain for them, but rather so that I may reserve for them in the Hereafter from My honor, and protect them from this world, just as a shepherd protects his flock from bad pastures. I did not compel the poor to rely on the rich because My treasury became insufficient for them. Rather, I ordained for the poor a portion in the wealth of the rich that would suffice them, so that I may test the rich regarding how quickly they respond to what I have ordained. If they do so, I will perfect My blessings upon them and multiply for them in this world ten-fold for each. Be a treasure for the poor, a fortress for the weak, and a relief for the one seeking aid. Then I will be your companion in hardship, your solace in solitude, and I will guard you throughout your day and night."
