Is it permissible for a daughter, without the knowledge of the other heirs, to perform Umrah or to give in charity from the small amount of money her deceased mother left for performing Umrah?

If the intended by the mother was obligatory (such as the Umrah of Islam or a vowed Umrah), it must be performed from her estate. However, if it was not obligatory, then the adult, sane heirs must be informed, and their permission obtained to perform Umrah on her behalf. It is desirable to perform Umrah on her behalf in all cases, to fulfill her intention.
