What is the ruling on shaving the beard and lowering the garment (isbal) when there is hardship in applying this Sunnah due to political circumstances?

We ask Allah to grant you steadfastness in His religion and adherence to His law. Be aware that shaving the beard and trailing the lower garment are forbidden, and it is not permissible to do them except to avert a necessity that cannot be averted otherwise, and provided that it is highly probable that growing the beard or shortening the garment will cause harm to oneself or one's family that cannot be endured. In such a case, only what averts the harm is permissible. However, if the harm is psychological, such as mockery and ridicule, or if it is imagined, then it is not permissible to shave or trail the garment for that reason.
