It is more appropriate for the Imam to be keen on adornment and wearing commendable clothing. There is no blame upon him for leading the prayer in a short-sleeved shirt, as prayer with a garment that covers the shoulders is valid. What is prohibited is exposing the shoulders. Evidence for this is the : "None of you should pray in a single garment that does not cover his shoulders." And the Hadith of Jabir about praying in a single garment. The majority of scholars hold that the prayer of one who exposes his shoulders is valid, although disliked, contrary to what is well-known from Ahmad.
