Is it permissible to purse the lips and recite without opening the mouth if there is an odor in the mouth, for fear of harming other worshippers?

It is obligatory to move the tongue and lips when reciting remembrances (adhkar) and reading the Quran, both inside and outside of prayer. Moving the tongue is sufficient, without the condition of hearing the sound. As for someone afflicted with halitosis (bad breath) who cannot find a cure, they are excused from attending congregational prayer, and their attendance is disliked so as not to cause discomfort to the worshippers.
