What is the ruling on touching the penis playfully, and is it forbidden?

Touching the private parts of another person playfully is forbidden, unless it is a child who has not reached the age of seven; in that case, there is no harm, as long as there is no fitna (temptation/strife). It is permissible for a woman to touch the private parts of her husband or her master, as there is no awrah (intimate part that must be covered) between them.
