Is it obligatory to condemn in one's heart in matters of scholarly disagreement, such as the prohibition of photography with a phone and the lengthening of a garment, when one differs with those who do not adopt these fatwas?

Denunciation is not obligatory in matters of permissible disagreement. The proper place for forbidding evil is: that which is unanimously considered unlawful, or that which the doer himself believes to be unlawful.

Denunciation by the heart is an individual obligation upon everyone. Its meaning is to dislike the evil in one's heart and to resolve to remove it if one is able to do so. However, denunciation by the heart is not obligatory upon someone who drapes his garment (below the ankles) or takes pictures, as long as he does not believe it to be unlawful.
