Has he who emitted pre-seminal fluid by mere thought alone committed a sin? And is he sinful?

Evil thoughts that overcome a person are not held against him, but he must ward them off and get rid of them, and guard his thoughts as much as possible. However, it is not permissible to invite sexual fantasies and indulge in them. Whoever indulges in thinking about a forbidden matter, such as a relationship with a foreign woman, until madhy (pre-seminal fluid) is discharged, is sinful. Indulging in such thoughts is forbidden even if madhy is not discharged. A person should occupy himself with what benefits him, such as seeking forgiveness (istighfar), remembrance of Allah (dhikr), and reciting the Quran.
