The answer

The aforementioned plants are state-owned, and no one is permitted to claim exclusive possession of them, as they are public property for enjoyment, such as viewing, and similar purposes. The Messenger of Allah, peace and blessings be upon him, said: "Indeed, there are men who delve into Allah's wealth without right, and for them is the Fire on the Day of Resurrection." The employee must repent to Allah and return what he took to its place if possible; otherwise, he should donate its value for the benefit of the Muslims.
