Is money earned by a wife working as an occupational therapist for autism and learning difficulties patients at home, halal or haram, knowing that there are governmental restrictions on this work?

Originally, a wife's work is permissible. However, if the ruler restricts something permissible for the public good, then it is not allowed to transgress these conditions, and whoever does so is sinful. There is no connection between the ruling on adhering to these conditions and the ruling on money earned from work if its owner does not adhere to them, and the work itself is permissible. The money earned from it is permissible, even if the worker is sinful for violating those conditions.
