Is it permissible for a mother to give her Zakat al-mal and fidya for fasting to her married daughter who is in need, and whose husband is unable to provide?

"It is a matter of scholarly disagreement whether a mother can give her Zakat to her poor married daughter. The preponderant opinion according to us is that it is permissible if the mother is unable to provide the full maintenance the daughter needs. If paying Zakat is permissible, then paying expiation (kaffara) is also permissible, because expiation is disbursed to the same recipients as Zakat."
