What is the meaning of the Hadith: "Verily, these restrooms are inhabited [by jinn], so when one comes to it, let him say: 'I seek refuge in Allah from the male and female evil spirits (al-khubth wa al-khabaa'ith)'"?

The aforementioned Hadith is authentic, narrated by Ahmad, Abu Dawud, Ibn Majah, An-Nasa'i, Ibn Hibban, Ibn Khuzaymah, and others, and authenticated by Al-Albani. Its meaning is that the Prophet, may Allah's peace and blessings be upon him, guides us to seek refuge and protection with Allah upon entering the lavatory, which is the place where one relieves oneself, from al-khubth wal-khaba'ith—meaning from the male and female devils—because these places are frequented by jinn and devils with the intention of causing harm.
