Does saying, in a moment of anger, "By God, I will make God answer me," along with repentance and remorse, constitute taking an oath by Allah and necessitate expiation?

If the questioner means swearing by God that He will answer her prayer, then if she is righteous and upright, there is no impediment to swearing by God in matters of good. However, it is forbidden to do so in matters of evil.
