Is it permissible for a bearded man to go and sit on the beach in Alexandria, where there are thousands of women who are "clothed yet naked" and naked, and where men and women intermingle?

A Muslim is not permitted to go to communities where there is a fear of temptation (fitna), except for those who are capable of removing the evil therein, such as someone who has authority, or religious knowledge, or the ability to enjoin good and forbid evil.
