What is the religious ruling on women entering public baths and exposing their 'awrah to other women?

The 'awrah (intimate parts) of a Muslim woman in front of another Muslim woman is what is between the navel and the knee, according to the majority of scholars. As for a non-Muslim woman looking at a Muslim woman, the preponderant opinion is that she is not permitted to look at anything more than the face and hands, due to the Almighty's saying: "And let them not expose their adornment except to their husbands or their fathers, or their husbands' fathers, or their sons, or their husbands' sons, or their brothers, or their brothers' sons, or their sisters' sons, or their women." This is also because a non-Muslim woman might describe a Muslim woman's 'awrah to a non-Muslim man. Therefore, a dissolute woman is like a non-Muslim woman in this ruling; she is not permitted to look at more than the face and hands of a righteous woman.
