What is the evidence that the 'awrah of a Muslim woman in front of another Muslim woman is what is between the navel and the knee, especially given the Prophet's (peace and blessings be upon him) differentiation between men and women regarding entering bathhouses?

The evidence that the 'awrah (intimate parts) of a Muslim woman in front of another Muslim woman is from the navel to the knee is derived from the verse: "or their women." Al-Baghawi explains this verse to mean that a woman is permitted to look at another woman's body except for what is between the navel and the knee. Scholars have differed regarding the ruling on a Muslim woman uncovering in front of a disbelieving woman; some permitted it, while others prohibited it. As for entering public baths (hammams), the hadith mentioned in this context is weak. Even if it were authentic, it restricts women's entry to cases of necessity and does not negate that a woman's 'awrah in front of another woman is from the navel to the knee. The majority of jurists hold that if a woman enters a public bath out of necessity, she is permitted to uncover what is beyond the area between the navel and the knee in front of Muslim women. Ibn Qudamah explicitly stated that it is forbidden for women to enter public baths except for a valid excuse.
