The question

What is a woman's awrah (private parts) in front of her mahrams (unmarriageable kin) and other women? Does this align with what is stated in Ibn Kathir's interpretation of Surat An-Nur? Is there a difference of opinion among scholars regarding the determination of this awrah, and what is the reason for it? Is it considered a sin for a woman to expose what is between her navel and knee, and is it a minor sin as mentioned in one fatwa? How does this reconcile with the hadith about "women who are clothed yet naked"? Does this hadith apply to women who uncover themselves or wear tight clothing in front of men? And would clothing that covers from the navel to the knee be far from resembling the wives of the Prophet (peace be upon him)?

The answer

The awrah (intimate parts) of a Muslim woman in front of another Muslim woman is what is between the navel and the knee, according to the opinion of the majority of scholars. However, others hold that her awrah in front of another Muslim woman is the same as her awrah in front of her mahrams (unmarriageable kin). This is the view adopted by the Permanent Committee for Scholarly Research and Ifta' and chosen by some verifying scholars, who cite the verse: "And let them not expose their adornment except to their husbands, their fathers, their husbands' fathers, their sons, their husbands' sons, their brothers, their brothers' sons, their sisters' sons, or their women." (Quran 24:31). This latter opinion is more cautious, as it entails following the practice of the female Companions and the righteous predecessors, and because it closes the door to fitnah (temptation/strife) and avoids imitating disbelieving women. Furthermore, it is forbidden to expose limbs in front of immoral women, for fear that they might describe them to men.
