Is it Islamically permissible to pay a percentage of the profits from a residential land grant to a person who works on finding a distinguished location and implementing the grant, or is this considered a bribe?

It is permissible to pay a sum of money to obtain a privileged position, and it is permissible to take this money, provided that the payer of the money is entitled to the position, that what the receiver does is not part of his core duties, and that his wage is known and not a percentage of the profits.
