The forbidden treasure of gold, silver, and money is that upon which has not been paid. That upon which zakat has been paid is not a treasure, even if it is abundant. If the one obligated to pay zakat withholds the zakat on his wealth, then the prohibition relates to the amount of zakat due, according to some scholars. According to another group, the prohibition does not relate to the wealth itself, but rather to the owner's responsibility.
