What is the ruling on the gum-cutting procedure to enlarge teeth?

It is permissible to perform the surgery if the gum has reached the level of a disfiguring deformity by exceeding what is normal, in order to restore it to moderation. However, if it has not reached that level, then performing the surgery is not permissible.
