Does the soul that inclines to evil (An-Nafs Al-Ammarah Bil-Su') whisper in matters of creed and infidel thoughts, and what is the ruling on obsessive-compulsive disorder and how can it be permanently eliminated?

The sacred texts indicate that the nafs (self/soul) whispers evil suggestions (waswas) just as Satan does, without differentiating between matters of creed and desires. This is supported by the Prophet's supplication (peace and blessings be upon him) which combines seeking refuge from the evil of the self and the evil of Satan. Quranic verses, such as Allah's saying: (And We know what waswas its self whispers to it), and prophetic hadiths, such as: "Indeed, Allah has forgiven my Ummah for whatever evil suggestions their selves whisper to them or whatever they think of, as long as they do not act upon it or speak of it," confirm that the self has its own whisperings. Scholars have stated that a person is not punished for the whisperings of the self unless they act upon them or speak of them. The distinction between praiseworthy inspiration and blameworthy whisperings is determined by the Quran and the Sunnah.
