If expiation becomes obligatory in a country other than the expiator's country of origin, and he is residing there and his wealth is there, it is permissible to pay it to the poor of that country. As for transferring it from his country to another country, there is a difference of opinion, and the preponderant view among the majority of scholars is that transferring it is permissible. As for clothing, it should be of the average, commonly worn type, and it is better to provide something of higher quality if possible.
