Is he who contributed to establishing the internet, and sowed the seeds of what is watched on it of illicit things, held responsible, especially if the network expanded and he no longer has sole control over it, knowing that his withdrawal might lead to its termination, and he is in need of it?

If the questioner knew or predominantly believed that the network would be used for unlawful purposes before its establishment, then he has committed a sin. It is forbidden for him to take subscription fees, and he must spend these fees on matters beneficial to Muslims, repent, annul the rental contract, and dismantle the network. If the fees have already been spent, then repentance suffices for him.

However, if he did not know or predominantly believe this until after the network was established, then there is no blame on him regarding the fees. He is obligated to enjoin good and forbid evil by preventing its use for unlawful purposes if he is able, and not to renew the subscription for anyone who uses the network for unlawful purposes.

The jurists have stipulated the prohibition of renting out anything that is used for unlawful purposes, and the obligation to annul the contract if possible. The questioner must close the door to this evil and avoid aiding in sin and aggression, in accordance with His, the Almighty's, saying: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression." He can obtain internet access through another means that does not involve aiding in sin. For whoever abandons something for the sake of Allah, Allah will compensate him with something better, in accordance with His, the Almighty's, saying: "And whoever fears Allah – He will make for him a way out And will provide for him from where he does not expect."
