Is it permissible to keep tapes and discs designated for a mosque library due to their neglect, and is it permissible to place them in another mosque library?

It is not permissible to keep the tapes or transfer them to another mosque as long as their owner has designated a specific mosque for them, unless the designated mosque does not need them and the need of another mosque for them is known. In such a case, it is permissible to transfer them to the mosque that is in greater need and offers more benefit. It is permissible to change the conditions of the endower for what is more beneficial. If there is anything left over from the mosque, such as mats, oil, or building materials, and it is not needed, it is permissible to transfer it to another mosque or to give it away as charity. Indeed, Ibn Taymiyyah and Ibn Qudamah pointed to the permissibility of this, and the latter cited the story of the Kaaba's garments which Aisha ordered to be sold and their price given in charity.
