What is the evidence from the Qur’an and Sunnah for the condition of the passing of a full year (hawl) for zakat to become obligatory?

The condition of a full year (hawl) for zakatable wealth is established in the the Sunnah and the narrations of the Caliphs and Companions, not in the Quran. The evidence for this is what Abu Dawud and others narrated from Ali (may Allah be pleased with him), who said: The Messenger of Allah (peace be upon him) said: "When you have two hundred dirhams and a year passes over them, then five dirhams are due on them. And nothing is due on you until you have twenty dinars, and a year passes over them, then half a dinar is due on them. Whatever exceeds that is to be calculated accordingly. And there is no zakat on wealth until a year passes over it." Evidence is also drawn from the statement of Ibn Umar: "Whoever acquires wealth, there is no zakat on it until a year passes over it," and from the fact that the condition of the hawl is based on authentic narrations from the Rightly Guided Caliphs and others.
