Is repeating anthems that contain words of oath or vow considered a binding oath or a vow that must be fulfilled?

Reciting anthems that contain vows or oaths by way of narration does not necessitate anything, unless one intends the vow or oath with the utterance, in which case it becomes binding. The same applies to narrating words of disbelief or transgression for a legitimate purpose; a person is not held accountable for it except with intention.
