Is it permissible to masturbate for one who fears falling into forbidden gazes?

Masturbation has been previously prohibited, and its permissibility is not granted out of fear of committing adultery (zina). However, for someone whose sexual urges are aroused and they are unable to suppress them after attempting to cure them through prayer (du'a) and lowering their gaze, and it becomes certain to them that they will either commit adultery or masturbate, then due to this necessity, they may commit the lesser of the two evils (masturbation). This is while knowing that they incur sin by doing so and must repent, seek forgiveness, and supplicate. Therefore, masturbation is not permissible for the purpose of refraining from forbidden gazes, as both are prohibited.
