Allah has forbidden harming a Muslim without a legitimate Shar'i right. This prohibition is even more emphatic when it concerns those performing prayer, due to the prohibition of disturbing them, whether by raising one's voice, even with the Quran, or by action, such as stepping over people's necks, or by bad odors, let alone striking or splashing water. The default is that praying in the road is disliked due to the fear of disturbing the worshipper, but if disturbance is guaranteed not to occur, then the dislike is removed.
