Have the scholars unanimously agreed that a fatwa changes with the change of time, place, custom, and circumstance?

It is from the mercy of Allah that the Sharia is valid for every time and place, for it takes into account the welfare of people. Fatwas are influenced by time, place, and customs. An example of this is the Prophet’s (peace be upon him) prohibition of enjoining good and forbidding evil if it leads to a greater evil, and his prohibition of cutting off hands during raids, and Umar’s (may Allah be pleased with him) suspension of the Hadd punishment for theft during the Year of the Ashes. A distinction must be made between this legitimate influence and what is promoted by the defeated ones who seek to demolish the pillars of Sharia.
