Allah has legislated maintaining kinship ties, encouraged it, and promised goodness and reward for it. He also warned against severing them and threatened consequences for doing so. Allah the Almighty says: "So would you, perhaps, if you turned away, cause corruption on earth and sever your ties of kinship? Those are the ones whom Allah has cursed, so He made them deaf and blinded their vision." So, if you have the ability to maintain kinship ties through calling or other means, and you do not do so, then mere love accompanied by dereliction is not considered maintaining ties. However, if you do not have the ability to do otherwise, then "Allah does not burden a soul beyond its capacity" and "So fear Allah as much as you are able."
